Ah, Folken. The most tragic character in the entire show. Folken is Van's older brother, who turned to the dark side almost by accident. He is the Chief Strategos of the Zaibach Empire, second only to the Emperor. Towards the end, Folken becomes a lot more likeable, though I won't give anything away here. All I shall say is that, while Folken's may not be the largest, he certainly has the most faithful fanbase. In the movie, he is pretty much the same, except instead of being an underling he is actually the leader of his side.
