Nereis is a member of the Bebaus clan, and the twin of Nefee. This clan is famous for two things- amazing intelligence, and insanity. They are often called the Spectacular or Beautiful Insanity. Nereis is the admiral in charge of the fleet the Barsroil slies with, and there is no little question as to whether he is succumbing to his clan's hereditary insanity.
