It's Admiral Trife. He certainly is an interesting character, and I must say I'm not sure what I think of him. He seems like a rather unlikable character to me, but then, he also seems like an incredibly capable commander. I guess this is just another instance of the careful writing evident in this show- a very multi-dimensional character. Cel is C4 in the sequence with no line fading.
